The Project Surveyor is responsible for organizing and executing a broad range of project assignments requiring comprehensive knowledge of and experience with land surveying principles and practices. The Project Surveyor also performs various office surveying tasks to support the Survey Project Manager. Typical tasks performed by the Project Surveyor include:
- Researching, collecting, organizing, and analyzing real property boundary records, as-built surface and underground utility data, survey control data, and other critical source documents and data;
- Designing of GPS and conventional field surveying activities;
- Processing and adjustment of survey data;
- Performing QA/QC of survey tasks and data; and
- Developing deliverables from survey data.
The Project Surveyor is responsible for completing tasks with little or no supervision, and/or being a team leader for others for any given task. The position is required to be a resource for teams, providing technical guidance as needed. These responsibilities align with the expectations in the performance of a licensed professional with 5+ years of progressive, responsible-in-charge experience.
Minimum Requirements
- Must possess a valid California Professional Land Surveyor (PLS) license in good standing or a valid license in another state, also in good standing, with the ability to obtain a license in California or in one of the states in which Towill conducts business.
- Must have working knowledge of land survey boundaries and environmental requirements at the state, county, and local levels.
- A BS degree or AS degree in Geomatics Engineering, Surveying, Engineering, or similar degree, or progressive experience is preferred.
- Must have excellent and effective oral and written communication, interpersonal, and organizational skills.
- Must be able to work as a reliable team member on large projects with aggressive schedules.
- Must possess strong attention to detail and be a self-motivated team player.
- Must be able to work with minimal supervision.
- Possess at least five years of progressive, responsible-in-charge experience as a lead land surveyor in the engineering or land surveying industry, with a minimum of three of those years as a supervising lead of technicians.
An ideal Candidate will also have any or all of the following:
- Solid technical understanding of and applicable experience with the following aspects of geomatics engineering:
- Geodetic control surveys;
- Technical and legal principles of boundary determinations, sectionalized land subdivisions, ALTA surveys, and right-of-way surveys/engineering, including the creation of legal descriptions and plats, appraisal maps, and land networks;
- Construction surveys;
- Topographic surveys;
- Public utility overhead and underground surveys;
- Terrestrial LiDAR technologies; and
- Aerial photogrammetric and LiDAR surveys.
- Solid technical understanding of survey accuracies and precisions, including applicable accuracy standards.
- Solid technical understanding of the uses and capabilities of modern surveying instruments.
- Proficiency in field-to-finish survey CAD software, including Trimble Business Center (TBC), desktop design software such as AutoCAD Civil 3D and/or Bentley MicroStation, Star Net adjustment software, and other relevant geomatics engineering and business applications.
- Preferred to have working knowledge of GIS Database and software such as Global Mapper or ArcMap.

Primary Responsibilities
- Compile data collected from field surveys into CADD environment and draft various projects, including property base maps, topographic design maps, facility centerline maps, plan and profile design drawings, permit support documents, and legal plats.
- Format design data for import into CADD environment, analyze data and compare to published plans, compile reports for revision documents, prepare field packages, and support drafting operations.
- Download, interpret, organize, reduce, and verify field survey notes and electronic survey data from data collectors.
- Interpret and write legal descriptions, and prepare accompanying plats, under the direction of the Project Manager.
- Perform quality control functions and quality assurance of project data and deliverables prior to submittal to clients.
- Perform other technical project objectives, such as utilities, as-built plans, and property boundary research.
- Assist in the development, documentation, and implementation of procedures to promote efficient performance of a variety of geomatics services.
- Attend staff meetings to discuss technical issues related to project requirements.
Minimum Requirements
- Must be proficient using AutoCAD Civil 3D (2013 or later) and/or MicroStation, as well as other applicable software.
- Must have prior mapping and/or drafting experience.
- Must be available to work as soon as possible.
- Must be able to work as a team member on large projects with aggressive schedules.
- Must possess strong attention to detail and be highly motivated.
Preferences
- Ideal candidate will have at least four (4) years of industry experience and two (2) years of formal training OR five (5) years of industry experience.
- Preference for candidates with California LSIT or EIT certification.
- Prior experience with transportation-related surveying or mapping projects a plus!

Primary Responsibilities
The Proposal Coordinator is responsible for coordination of persuasive, client-focused proposals, SOQs, and RFP responses that clearly communicate our value. Typical tasks include:
- Collaborating closely with technical staff, project managers, senior leadership, and subject matter experts to gather relevant data, insights, and differentiators for creative and cohesive proposal content.
- Writing, editing, and proofreading non-technical sections of proposal content to ensure clarity, accuracy, and alignment with client needs and evaluation criteria, incorporating win themes, differentiators, and project experience.
- Performing quality control on proposals and other materials.
- Coordinating the final production of all marketing deliverables (qualifications, proposals, and interview presentations).
- Researching, inputting data, and assisting in the maintenance of department databases, templates, and content libraries to ensure information is current and relevant.
Minimum Requirements
The Proposal Coordinator will have exceptional organizational and coordination skills. The ability to write, edit, and transform technical content into compelling narratives is the most critical aspect of this position.
- 1-3 years in proposal development within the AEC industry (planning, architecture, engineering, or design) is required. The ideal candidate will have previous experience working with an interdisciplinary technical team.
- Coordination of graphics, resumes, project descriptions, and other supporting materials to create visually engaging, professional submittals.
- Excellent command of Microsoft Office suite.
- Excellent written, verbal, and interpersonal communication skills, as well as strong detail orientation.
- Strong organizational skills with the ability to effectively manage own time against multiple deadlines.
- Strong abilities in ensuring proposals and other submittals are fully compliant with all aspects of RFP/Q technical, contractual, and pricing requirements.
- Communicate and work effectively in a virtual team environment to coordinate pursuits from a variety of markets across time zones requiring flexible work styles—supporting others and working independently.

- Experience with SF 330 submittals.
- Experience with reviewing, evaluating, and distributing potential leads.

Position Description
Towill is seeking to fill various internship opportunities and entry–level Survey CADD Technician positions with persons who are well organized and have strong optimism and attention to detail to work remote and hybrid throughout California and Colorado. Both part-time and full-time schedules are available! Interested persons must have the ability to work independently and as a team member within a diverse, multi-disciplinary team. They must have some experience with AutoCAD Civil 3D. Any working knowledge of MicroStation software is a plus!
Required Qualifications
- Either have a BS degree in Geomatics Engineering or Civil Engineering, OR be a declared Geomatics Engineering or Civil Engineering Major.
- Have AutoCAD Civil 3D or MicroStation experience in a classroom or professional setting.
- Be able to demonstrate strong problem-solving and analytical skills.
- Possess strong oral and written communication skills.
- Knowledge of Microsoft Office programs and Adobe Acrobat is a plus.
